Abu Dhabi, 16 September 2026: Miqyas Al Dhad, developed by Arabic Scale Educational Consultancy, has signed a Memorandum of Understanding (MoU) with the Emirates Publishers Association (EPA) to support UAE publishers in developing and classifying Arabic content according to clearly defined reading levels and using digital tools to analyse texts and measure their complexity. The collaboration aims to enhance the quality of Arabic content and expand the reach of books to diverse groups of readers.

Miqyas Al Dhad is a unified Arabic framework for measuring reading proficiency, designed to establish a unified national system for measuring and developing reading proficiency by determining the levels of Arabic texts and measuring students’ Arabic language proficiency. It provides tools and methodologies that help align content with different reading abilities.

Under the MoU, the two parties will collaborate on joint events and awareness programmes targeting publishers and authors who are members of the EPA, with the aim of raising awareness of the importance of developing content according to defined reading levels and introducing them to the latest digital solutions used to analyse and classify Arabic texts. The collaboration will also include comparative linguistic analyses and sector studies to support publishers in producing content suited to diverse reading levels.

As part of the collaboration, Miqyas Al Dhad will provide specialised consultations and training for EPA members on how to use the Smart Text Analyzer to analyse and classify content according to clearly defined reading levels, helping publishers enhance the quality of published content and increase its potential to reach broader audiences across different age groups and reading abilities.

The two parties will also work to facilitate access to texts classified according to reading complexity levels for wider audiences through the Emirates Publishers Association platform and Miqyas Al Dhad’s Find a Book platform.

Eyad Darawsheh, General Manager of Miqyas Al Dhad, said: “We highly value our partnership with the Emirates Publishers Association, given its pioneering and pivotal role in supporting and advancing the publishing industry in the UAE. This partnership represents an important step towards empowering publishers to develop Arabic content that is better suited to different reading levels by using the Smart Text Analyzer to measure content complexity and identify the most appropriate reader segment. We hope this pioneering collaboration will serve as a starting point for expanding our engagement with publishers across the UAE and the wider Arab world, helping connect the right book with the right reader.”

H.E. Rashid Al Kous, Executive Director of the Emirates Publishers Association, said: “This partnership reflects the Association’s commitment to expanding its collaboration with organisations involved in the publishing industry and the development of Arabic content, with the aim of empowering Emirati publishers and strengthening their ability to keep pace with the transformations taking place across the publishing sector, particularly in content development and the adoption of modern technologies in its production and classification.

“Miqyas Al Dhad is an important tool that provides publishers with deeper insights into text complexity levels and readers’ needs, helping them develop publications that are more diverse and better suited to different audience segments. Through this collaboration, we also look forward to advancing innovative practices in the publishing industry and strengthening the presence and reach of Arabic books among wider audiences.”

This partnership reflects both parties’ commitment to supporting publishers in connecting their books with the most appropriate readers and expanding the Arabic-reading audience in the UAE, while strengthening the role of the publishing industry in promoting reading and advancing Arabic content.
